Minutes:

CONVENER

The Convener opened the meeting and welcomed Members of the Licensing Board and members of the public to Scottish Borders Licensing Board’s open on-line meeting.  He explained the meeting was being held remotely in order to adhere to guidance on public meetings and social distancing currently in place due to the Covic-19 pandemic.

There had been circulated copies of an application for the provisional grant of a premises licence together with the proposed Operating Plan and layout plan.  Representations had been received from Police Scotland, Licensing Standards Officer and Health and these had been circulated.  Mr Tunnah, Licensing Standards and Enforcement Officer advised that the premises would operate as an exclusive private hire event space with external catering provision.  Weddings (including ceremonies), receptions and other celebrations may take place including Private Corporate award ceremonies, highland games together with community and charity events.   The application submitted by Wild Packs Summer Camps related to a converted stable with accommodation above (unlicensed) consisting of bar area, function/receptions/dancing/seating area and toilets at Wedderlie House, Westruther.  Mr Tunnah further advised that there had been concerns raised with regard to the core hours, music for large outside spaces and access for Children and Young people.   

 

The Convener welcomed Caroline Loudon, TLT Solicitors and a representative for the applicant to the meeting via Microsoft Teams.  Ms Loudon explained that the business which had been under renovations for 2 years was already experiencing difficulties due to the pandemic with 21 weddings booked for 2021 already reduced to six with potential for this to be reduced further. It was further explained that clients would hire the entire estate for their event which had a maximum capacity of 200.  Mr Tunnah and Ms Loudon had worked together to address the matters of concern and amendments to the application were circulated to the Board and Ms Loudon thanked Mr Tunnah for his help.

 

DECISION

GRANTED as amended following discussions between Mr Tunnah and the applicants agent.
