Minutes: 3.1 Section 20: Application for Variation of Premises Licence The Board considered the following application for Variation of Premises Licence:-

3.2 There had been circulated copies of the Application together with current and proposed operating plans for Variation of Premises Licence. Mr Tunnah, Licensing Standards and Enforcement Officer advised that the application was to update the operating plan due to the evolved use of the premises and to bring the premises in line with other holiday parks in the area. Mr. Hassard, the applicant’s Solicitor was present and explained that the premises licence was in need of updating to allow normal activities associated with a family friendly holiday park and the proposed amendments were within policy. The amendments would improve the general operation of the premises to include a range of entertainment allowing families to remain in the entertainment area. Members agreed this was appropriate and similar arrangements were already in place at other holiday parks in the area.

Any Other Items Minutes: The Managing Solicitor addressed the meeting to inform Members of the following:
4.1 Alcohol Byelaws – Drinking in Public Places - a paper had been considered at the December meeting of full Council when it had been agreed that a fresh consultation be undertaken to decide whether or not to introduce alcohol byelaws in the Scottish Borders. Members were made aware that the consultation would be a lengthy process culminating in a further report to Council by the end of the year. It was highlighted that Community Councils would be consulted and therefore the matter was likely to be discussed involving Members at future meetings within their areas.
4.2 Gambling Policy Statement - that the Board’s Gambling Policy Statement required to be reviewed and an update would be provided at a future meeting.
4.3 Equality Outcomes - the Board was required to review and publish its equalities outcomes by the end of April 2019. An invitation had been sent out to attend the Local Licensing Forum on Tuesday 22 January at 4pm when there would be a joint Licensing Board/Licensing Forum training session on Equalities. The importance of attending the training was emphasised to be able to demonstrate that this training had been undertaken by all Members to highlight in the Output Report.
