Minutes:

CONVENER

The Convener opened the meeting and welcomed Members of the Licensing Board and members of the public to Scottish Borders Licensing Board’s open on-line meeting.  He explained the meeting was being held remotely in order to adhere to guidance on public meetings and social distancing currently in place due to the Covic-19 pandemic.

There had been circulated copies of an application for the provisional grant of a premises licence together with the proposed Operating Plan and layout plan.  Mr Tunnah, Licensing Standards and Enforcement Officer advised that the premises had previously been licensed, however had been closed for some time prior to being taken over by Ms Moore.  The proposal was within Policy and there were no objections from Police Scotland and no representations.  Ms Moore was not present but had agreed that the application be heard in her absence.

There had been circulated copies of an application for the provisional grant of a Premises Licence, together with the proposed Operating Plan and Layout Plan.  Mr Tunnah, Licensing Standards and Enforcement Officer advised that Mrs Ward already ran a very successful business in Selkirk and wished to develop these premises as a Deli.  The proposal was within Policy and there were no objections from Police Scotland and no representations. 

 

The Convener welcomed Mrs Ward via Microsoft Teams.  Mrs Ward explained that the premises would become a licensed deli during the day and a wine bar in the evening and at weekends.

There had been circulated copies of an application for the variation of a Premises Licence together with current and proposed Operating Plans.  Mr Tunnah, Licensing Standards and Enforcement Officer advised that the application was to vary the existing licence to allow the introduction of lunches and meals and to bring the Operating Plan up to date.  The changes were within Policy and there were no objections from Police Scotland and no representations. 

 

There was no representative from Kelso Rugby Club but it had been agreed that the application be heard in their absence.
