That under Section 50A(4) of the Local Government (Scotland) Act 1973 the public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in the relevant Paragraphs  of Part 1 of Schedule 7A to the aforementioned Act.”

Minutes:

AGREED under Section 50A(4) of the Local Government (Scotland) Act 1973 to exclude the public from the meeting during consideration of the business detailed in the Appendix to this minute on the grounds that it involved the likely disclosure of exempt information as defined in the relevant paragraphs of  part 1 of schedule 7A to the Act.

Applications - Rental of Property, 28 Market Place, Selkirk

Consider applications received.  (Copies to follow.)

Minutes:

There had been circulated copies of applications received in respect of rental of 28 Market Place Selkirk.  The Chairman read through the applications and the Sub-Committee considered the criteria to be used in deciding who would be successful in securing the rental.  Following considerable discussion the Committee agreed on the preferred candidate.

 

The Sub-Committee moved into Public Business.

Minutes:

Under Section 50B(4)(b) of the Local Government (Scotland) Act 1973, the Chairman was of the opinion that the item dealt with in the following paragraph should be considered at the meeting as a matter of urgency, in view of the need to make an early decision or to keep Members informed.

 

3.1       SELKIRK COMMON RIDING 2019

There were circulated at the meeting copies of a letter received from the Selkirk Common Riding Executive Committee dated 10 April 2019.  The letter requested agreement to hold the Annual Common Riding Race Meeting on the Gala Rig, Smedheugh Farm Selkirk, which was Common Good Land, on Friday, 14 June 2019.  The Sub-Committee agreed the request.

 

DECISION

AGREED that the Selkirk Common Riding Executive Committee be granted authority to hold the Annual Common Riding Race Meeting scheduled to be held on Friday, 14 June 2019 on the Gala Rig, Smedheugh Farm, Selkirk. 

 

3.2       GREEN SHED, SELKIRK

The payment of the rental of the Green Shed, Selkirk was raised by Community Councillor Combe.  It was explained that Scott Selkirk paid the rent, however the Common Good paid an Annual Grant to Scott Selkirk to cover the rent.  Community Councillor Combe agreed to arrange for letters to be submitted seeking the Annual Grant for 2018/2019 and 2019/2020.

 

DECISION

NOTED.

 

3.3       Property

The following matters were brought to the attention of the Estates Surveyor for action:-

 

  • Green Shed to be painted.
  • Railings at the Coffee Shop to be painted.
  • Railings at the Court House to be painted blue.
  • Stairway into the Town Hall had been painted but not the steps – steps to be painted.
  • Courthouse Coffee Shop to be painted outside.
  • New Community Council Noticeboard installed at Cross Keys
  • New Water pipe going to Galashiels required more land at Howden and there was some dubiety about the fishing rights/ownership.

 

DECISION

AGREED that the items listed above be carried out.
