1.1              There had been circulated copies of the Minute of the Jedburgh Common Good Fund Sub-Committee held on 13 September 2017.

2.0              APPLICATION FOR FINANCIAL ASSISTANCE

2.1              Jedforest Instrumental Band

         There had been circulated copies of an Application for Financial Assistance from the Jedforest Instrumental Band.  The application explained that among other activities, the Instrumental Band organised the Borders Entertainment Contest each year in different Towns and it would, for the 6th time in 20 years be hosted in Jedburgh on Saturday, 4 November 2017.  There would be approximately 20 Bands participating, with over 700 players and supports attending the contest.  Previous events had seen cafes, restaurants and public houses full almost all day and shops reporting greatly increased sales.  The event and its prize winners, together with the name of Jedburgh would be widely reported in the brass band media throughout the World.  The application was for a donation of £500 towards the cost of hiring the Venue, the Professional Fees, travel and accommodation of two of the top adjudicators in the UK, printing, trophies etc.  

 

DECISION

AGREED to award a grant of £500 to the Jedforest Instrumental Band towards hosting the Borders Entertainment Contest in Jedburgh on Saturday, 4 November 2017.

3.0              URGENT BUSINESS

3.1              Under Section 50B(4)(b) of the Local Government (Scotland) Act 1973, the Chairman  was of the opinion that the item dealt with in the following paragraph should be considered at the meeting as a matter of urgency, in view of the need to make an early decision.

 

              JEDBURGH PIPE BAND

4.0              With reference to paragraph 4.2 of the Minute of 13 September 2017, there were circulated at the meeting copies of a letter dated 11 October 2017 received from Jedburgh Pipe Band. The letter thanked the Common Good for their contribution towards the replacement minibus for the Pipe Band and went onto to detail some issues which would have to be addressed in order to allow the minibus to be available to Community Groups within Jedburgh.

·                The minibus had 2 named Drivers and was registered in one name, thus

Making the insurance premium an acceptable level of £800 per year.  Adding other drivers would double the insurance.

·                The Minibus was insured as a private club keeping costs down and by having an open policy for all drivers it would be classed as a Public Service Vehicle and would incur additional costs for having to acquire Public Liability Insurance for passengers.

·                Classing the bus as a Public Service Vehicle would require implementation of the Working Rule Directive and a Tachograph card would have to be fitted to the bus to record all driving hours and passenger carrying vehicles would have to adhere to roadworthiness and Maintenance inspections carried out every 6 week, which would again incur cost.

·                Storage of the Minibus to ensure Access for all Community Groups would be difficult and at present a member of the Pipe Band who is a qualified mechanic is responsible for the vehicle maintenance and MOT inspections, and then there would be the question about who was responsible for the regular servicing and maintenance of the bus.

 

Following considerable discussion, the Sub-Committee were of the opinion that in hindsight, allowing the bus to be available for Community use was not a practical solution and agreed that the minibus be for the sole use of the Pipe Band.  

 

DECISION

AGREED that:-

 

(a)              the Jedburgh Pipe Band minibus be for their sole use; and

 

(b)              the Democratic Services Officer reply to the letter on the Committees behalf.

 

 

The meeting closed at 9.22 a.m.
